UCIDA SUPPORTS HUDSON VALLEY FILM COMMISSION’S CREATIVE ECONOMY THRUST
KINGSTON, NY, February 11, 2011 The Ulster County Industrial Development Agency (UCIDA) voted unanimously at its February 9, 2011 meeting to approve a supplemental $20,000 grant to the Hudson Valley Film Commission (HVFC). This action increases 2011 UCIDA funding for the film commission to $40,000.
The UCIDA is a public authority governed by a seven-member board appointed by the County Legislature. It provides tax incentives, bonding, and selective grants that create jobs and enhance the quality of life in Ulster County. The UCIDA partners with industry engines that boost economic growth in the County.
UCIDA Chair Dave O’Halloran noted, “Economic development will benefit by our continued financial support of this creative industry. Partnering with the Hudson Valley Film Commission is a win-win for Ulster County.” UCIDA CEO Lance Matteson added, “The Commission works in the major leagues of cinema, yet is ‘lean and mean’. It has convincingly documented the significant investment and jobs film productions bring to the local economy. We’re proud to partner in this ongoing effort. And, make no mistake it is an effort – it doesn’t just happen.”
HVFC director Laurent Rejto said, "It's great to work with an agency like the UCIDA, which understands the tangible economic benefits the film and video industry brings to the community."
Area film and media production in 2010 exceeded fifteen million dollars in value and 813 days of production – including 284 days in feature films production, some involving celebrated industry names. Jobs and revenue flowed to local actors, caterers, crew members – as well as services vendors for accounting, food and gear, location management, location rentals, lodging, special effects, tent rentals, and transportation.
2011 is already shaping up to be another banner year for the Hudson Valley Film Commission and the region. Two films are already in production and about twenty others are already scouting or prepping.

EmUrgentCare to Open Urgent Care Facility in Saugerties
Saugerties, NY – July 14, 2010 - EmUrgentCare, a professional medical facility equipped to treat urgent and non-urgent illnesses and injuries for patients of all ages, announced today that they will be opening a second location along the 9W corridor, in Saugerties, N.Y. just South of the Village, Ulster County.
EmUrgentCare will be investing between $1.2 -$1.3 million to purchase, renovate and equip the existing location at 2902 Route 9W. The building, previously intended as a self storage location, has been vacant for approximately eight years. Additionally, EmUrgentCare will be creating new jobs in the area. “We are currently looking to fill eight positions including Medical Providers, X-Ray Technologists, Billing Specialists and Front Desk Reception,” reports Pamela Hassett, COO and Practice Manager of EmUrgentCare. “We are looking forward to working with the outstanding and talented workforce in Ulster County.”
The response to the project from the community has been very positive and the EmUrgentCare team has been impressed by the level of cooperation and excitement from Town and County Officials. Town of Saugerties Supervisor Greg Helsmoortel recognized the value that EmUrgentCare is bringing to Saugerties and Ulster County, “We are thrilled to have EmUrgentCare invest in and join our community,” said Helsmoortel. “Their presence will have a great impact on our area by creating new jobs, rehabbing a vacant building and of course improving the health and welfare of the people in our community.”
The new location will provide much needed medical care to Ulster County residents and visitors. EmUrgentCare provides urgent care treatment for illnesses and injuries such as cuts and lacerations, sprains, bone fractures, colds /flu, asthma, and ear and throat infections. Visits to urgent care centers are typically much less expensive and quicker than visits to an emergency room and are covered by most insurance.
EmUrgentCare is working closely with the Ulster County Industrial Development Agency (UCIDA), the Ulster County Economic Development Corporation (UCDC), and Town of Saugerties officials to make the project as strong as possible. An application has been submitted for UCIDA incentives which will enable the project to move forward with than an aggressive timeframe and the essential resources needed to provide critical medical services for local business and to the regional community. Development plans include renovating an existing structure to the highest standard possible and the implementation of technology upgrades essential to providing state-of-the-art care, thus transforming a dormant location into a valued community asset. At the July UCIDA meeting, the members expressed a desire that during the selection process EmUrgentCare prioritize companies that use local labor and provide full health insurance benefits.
The Ulster County IDA has voted to approve a resolution setting a public hearing for EmUrgentCare’s application for a sale-leaseback agreement that would provide property tax incentives along with mortgage tax and sales and use tax exemptions. These standard benefits provide incentives for companies facing the large upfront costs of establishing or expanding a business including property acquisition, building construction or renovation, equipment purchases and other expenditures.
“EmUrgentCare has a great track record as a high quality service business with a strong community spirit,” said Lance Matteson, CEO of the IDA and President of UCDC. “We look forward to doing our part to help them get established in Ulster County.”
Founded in 2003, EmUrgentCare has provided treatment for over 100,000 patient visits and has been certified by the Urgent Care Association of America. 05.17.10 Ulster IDA Bonding Now Available to Non-profits
Kingston, N.Y. – The Ulster County Industrial Development Agency (UCIDA) today announced the formation of the Ulster Capital Resource Corporation (UCRC), which will benefit non-profit groups through the issuance of low-cost bonding. The Ulster County Legislature formally approved the creation of the UCRC last month.
The non-profit corporation, which is also a public authority, will issue low interest tax exempt bonds in an effort to promote community service, economic development, and job creation. For the past few years, the UCIDA has not been able to issue bonds to non-profits, which the agency acknowledges to be a major source of vital community services and employment in the County.
“In the past, we wanted to help non-profits just as we do the for-profit sector but were unable to do so,” said David O’Halloran, UCIDA Chairperson. “The UCRC will now begin an effort to reach out to our County’s non-profit companies and offer our bonding tool as a way to help them fulfill their growth plans and bring more jobs to the County.”

NEW YORK, NY (February 14, 2011) - Sony Pictures Classics announced today that they have acquired the rights in North America, Australia and New Zealand to Vera Farmiga’s directorial debut, HIGHER GROUND. Academy Award(R) nominee Vera Farmiga also stars in the film, alongside Academy Award(R) nominee John Hawkes, Donna Murphy, and Joshua Leonard. Carolyn S. Briggs and Tim Metcalfe penned the script based on Briggs’ memoir “This Dark World: A Memoir of Salvation Found and Lost.” HIGHER GROUND was in US dramatic competition at the 2011 Sundance Film Festival.
HIGHER GROUND is a Strategic Motion Ventures presentation of a BCDF Pictures Production in association with Authentic Management Projects, The Group Entertainment, and Ruminant Films. The film is produced by Claude Dal Farra, Renn Hawkey, Carly Hugo, Jon Rubinstein and Matt Parker under Dal Farra’s BCDF Pictures banner. Spanning the 60s through the 80s, HIGHER GROUND expertly depicts the landscape of a tight-knit spiritual community. Inspired by the resonant memoir written by Carolyn Briggs (who also co-wrote the screenplay), This Dark World: A Memoir of Salvation Found and Lost, the film is a study of one woman’s internal struggle with the primary love relationships in her life. As a contemplative child, Corrine (Farmiga) longs for stability and a sense of belonging. Her parents’ marriage disintegrates when Corrine is fifteen, so she searches for security in Ethan (Leonard), a talented musician. After a shotgun wedding and a terrifying brush with death, the couple dedicates their lives to God and joins a small hippie church. Corrine and Ethan find strength and joy in this community, though some of the tenets leave Corrine unsettled. The results provoke her to begin asking questions and inspire her to finally claim her own voice.

KINGSTON, NY – February 15, 2011 – The Ulster County Industrial Development Agency (IDA) voted unanimously at its February 9, 2011 meeting to approve a $25,000 grant to the Hudson Valley Agricultural Development Corporation (HVADC).
The IDA is a public authority governed by a seven-member board appointed by the County legislature. It provides tax incentives, bonding, and selective grants that create jobs and enhance the quality of life in Ulster County. The IDA partners with industry engines that boost economic growth in the County.
IDA Chair Dave O’Halloran noted, “Agri-business is a key industry sector in Ulster County and HVADC continues to be a productive partner of the IDA. Our continued financial support of the Hudson Valley Agricultural Development Corporation is good for business, good for jobs, and good for Ulster County.” IDA CEO Lance Matteson added, “HVADC has been running hard to keep up with the demand for agri-business development support. We’re very happy to partner in this ongoing effort.”
Ulster County Legislator Jim Maloney, who chairs the Economic Development and Tourism Committee of the legislature, noted that, “Agriculture and agri-business are vital to the Ulster County economy in their own right, but they also are key attractions bringing people to Ulster County as tourists. So I’m pleased that the IDA is supporting this sector.”
HVADC director Todd Erling said, "HVADC welcomes the opportunity to continue our partnership with Ulster County to bring agribusiness development services to the county through these funds. We have worked with several entrepreneurial firms such as Farm to Table Co-packers, who rehabilitated the former IBM facility into a modern day food processing facility. In its first year of operation, Farm to Table has worked with more than 30 local farms and employs 30 people.”
HVADC supports growth and reinvestment in Ulster County’s 500 farm enterprises which produce $66 million in sales and operate on 75,000 acres of County land. Local farms hold production assets of nearly $600 million dollars and produce a wide array of year round and seasonal products. These operations are a cornerstone of the County’s rural economy and a key contributor to Ulster’s high quality of life. In addition, Ulster County is home to a vibrant food industry cluster with nearly 100 firms producing $400 million in output and employing more than 1,000 individuals.
Agri-business was identified as a strategic industry in the Ulster Tomorrow Sustainable Development Plan approved by the Ulster County Legislature as a part of the county’s comprehensive plan.
